THE MAJOR ARCANA
The Major Arcana have a kind of power which can be channelled by certain goblins - Judgement is famously channelled by the Kindly Ones, who, while they act in that role, lose their original goblin identities and are simply the Voice of Fate for a short time (which is sad if you once knew a Kindly One). Most tarot roles don't take over a goblin's mind, although the weight of carrying that role (whatever it might be, like the Hanged One, the Emperor, or the Sun) can take its toll.
